本文应用信息管理系统、数据库管理系统，地理信息系统、最优化技术、统计学等方面的理论和知识，以满足三峡工程梯级水库调度的需要为前提，提出了三峡工程梯级水库调度自动化系统的方案结构，该方案已被三峡工程的建设所采纳，同时，在水情遥测系统的通信组网方式上，本文提出的inmarsat - c与pstn联合组网的通信方式，在我国水电站的水情测报系统中，首次在葛洲坝项目中成功地应用，并且该方式也将应用于三峡水库调度自动化系统。
